It sounds as if the VC 7.0 uninstall did not clean up properly.
Does VC7.0 still show up in Control Panel?
If you use REGEDIT to look at the key: HKLM->Software-->Micro Focus does Visual COBOL still show up there?
Also, look at HKLM-->Software->WOW6432Node->Micro Focus, does Visual COBOL still show there?
If Visual COBOL 7.0 still shows in Control Panel, try removing it using Control Panel.
If the registry still shows Visual COBOL in the locations mentioned above then please try deleting those registry keys (Carefully, of course)

So, Visual COBOL 7.0 still appears under Control Panel-->Programs?
Do you get an error if you try to remove it again?
You might try rebooting to see if it is then gone.
If it is not then you might have to run a 3rd party tool like MSIZap which will clean up the install of a specified program by its GUID.

I am running Windows 11 and yes it still appears in the list of apps in the Settings app.
When I click on the 3 dots next to it, "Uninstall" is the only available option, and "Modify" is greyed out. A confirmation box pops up saying "This app and its related info will be uninstalled". I click on the "Uninstall" button UAC window pops up saying that "Do you want to allow this app to make changes to your device" referring to vcvs2019_70.exe and I click "Yes". That app appears on the screen for a few seconds but then closes.
I will give MSIZap a try.
