I didn't find Visual COBOL Development Hub in the list of product to download since 8.0 version. Why ?

Welcome to the Visual COBOL community site!
There could be several reasons why the downloads for DevHub versions newer than 8.0 aren't showing for you. I would recommend opening a Support Case so that you can receive assistance with getting to the downloads. You can open a Case using one of the following:
