There is no Visual Studio IDE for Linux. You will have to develop on Windows platform. Maybe Eclipse has a solution.
You can, however, create windows apps, and then use the mono-framework to run your app on Linux. But I don't know if the mono-project is available on SUSE Linux.

1. You can install the Visual COBOL for Eclipse product directly on the SUSE Linux system and develop on this system.
2. You can install the Visual COBOL for Eclipse product on Windows and install the Visual COBOL DevHub product on the SUSE Linux system and use the two products together to do remote development where your IDE is run under Windows and the actually compilation and running of code occurs on the Linux system.
Visual COBOL for Visual Studio is available only for Windows.
