No, sorry but we do not have a timeframe yet. It is quite a task to move everything over from OpenText to Rocket, including, user forums, documentation, knowledgebase, marketing material, etc. VCPE is on the list though.
What is it that you need?
I know that you currently have an existing copy of VCPE.
Are you looking for a newer product release or has your license expired for an earlier release?

Thanks for that. My interest is purely practical i.e. I don't want my current license to expire without there being a continuation option for VCPE. As far as I'm aware I'm using the latest/updated version of MS Visual Studio. I'll just have to be patient :-)

We are in the process of migrating the OpenText sites to Rocket and the Visual COBOL PE product is currently not available for download.
If you are trying to learn COBOL, then there is an alternative using a Visual Studio Code extension.
The Learn COBOL extension, when installed into VSCode will download and install a special version of the compiler called Community Edition, which will allow you to compile and debug your code without having a licensed copy of Visual COBOL installed.
This can be found in the Microsoft Marketplace here.
If you are instead looking to evaluate the Visual COBOL product then you should contact Rocket Sales.
